Joint Primary Election Resolution Approved

Commissioners also hear wind energy presentation.

During a regular meeting Nov. 28, the Garza County Commissioner's Court approved a Joint Resolution for the March 6, 2012 Primary election.  Clerk Jim Plummer explained that the chairs of the Republican and Democratic Parties of Garza County plan to enter into contracts with the county to conduct their Primary Elections.  Prior to the vote on the resolution, both chairs, Trevor Thuett, Republican and Bebe Boren, Democrat, who were present, encouraged the court to pass a resolution to hold the Primary Joint Election. 

The court discussed the application for the Routine Airport Maintenance Program (RAMP).  This grant is matching funding between the City of Post and Garza County, airport sponsors, and the Texas Department of Transportation.  Funds from the grant cover routine maintenance at the airport facility including mowing and electrical.  The application is for a $50,000 matching grant with the City of Post and Garza County each contributing $12,500 and TxDOT $25,000. The court voted to move forward with the grant application.

Richard Amato, representing Venti Wind Energy, came before the court to discuss tax abatement and designation of a reinvestment zone for Buffalo Point Wind, LLC.  The project started in 2006 with George R. Brown Partnership and Venti Wind Energy.  The field for the project is on the west Caprock, south of Highway 380 and there should be between 20-40 turbines for a $100 million project.   At this point, there is no evidence of concern regarding environmental studies.  Amato also stated that county roads in the area would be upgraded.  The application for this project was presented to the court, but no action was taken as a public hearing is required before the court could take action on the application.

Regarding the courthouse elevator project, Judge Lee Norman reported that the elevator unit should be in the second week of December.
 
Minutes from the Nov. 14 regular meeting and the Nov. 21 special meeting were approved as presented.  The following items of information were brought before the Court as a written report or for discussion:  Treasurer and Budget Analysis and Usage.  The precinct and countywide accounts payable for Nov. 15 through Nov. 28 were also approved as presented.  There were no budget amendments or line item transfers.
